Analysis of Evidence-Based Policy Making: The Martapura Bungas River Programme in Banjarmasin City

The condition of the Martapura river which flows into the City of Banjarmasin is getting worse, not only because of household waste and natural waste, but also because the water conditions are getting shallower, narrower and polluted. Seeing these conditions, the Provincial Government of South Kalimantan through the Environmental Service in collaboration with the Banjar Regency Government and the Banjarmasin City Government launched a program entitled "Sungai Martapura Bungas" by agreeing to revitalize the management of the Martapura Watershed (DAS) to restore the economic vitality of the river such as tourism, transportation and other activities. This study aims to determine whether evidence-based policies have been implemented in the Martapura Bungas River Program in Banjarmasin City and the analysis seeks to gather evidence related to river management efforts that have been carried out since 2021. This type of research is descriptive qualitative research with data collection techniques, namely interviews, observation, and documentation. Informant learning in this study used the Purposive Sampling Technique. Data analysis techniques using data reduction, data presentation, and drawing conclusions. The results of the study show that the Martapura River Bungas Program has not run optimally and has not achieved the expected results in accordance with evidence-based policies.
